This is the most commonly misunderstood line on a moving bill in India, and the confusion is legitimate — there genuinely are two different rates.
Transport-only service — 5%. If a company is transporting your goods and nothing else, and you are handling packing, loading and unloading yourself, the service falls under Goods Transport Agency provisions and attracts 5% GST. Under this rate the provider generally cannot claim input tax credit on the goods and services used to deliver it.
Full relocation service — 18%. When packing, loading, transportation, unloading and unpacking are supplied together under one contract, this is treated as a bundled supply of relocation services and attracts 18% GST. This is the rate that applies to most household moves, all office relocations and any move where the company is doing the physical work. Input tax credit is generally available to the customer on an 18% invoice, which matters if you are a business or claiming reimbursement.
Transit insurance premium is separately taxable where it is arranged as part of the service.
What this means for you practically
- If a mover offers 5% GST on a full packing-and-moving job, that is not a discount — it suggests the invoice is describing a service other than the one being performed, and it may cause you problems if you are claiming reimbursement.
- Always ask whether the quoted total is inclusive or exclusive of GST. On a ₹20,000 move at 18%, that question is worth ₹3,600.

Declared value. The premium is normally calculated as a percentage of the value you declare for your goods. Under-declaring to reduce the premium reduces your settlement in the same proportion. Declare honestly.

- Are goods you packed yourself covered? Usually they are not.
